Leads the reviews of activities, processes and products of IT systems and services, including the review of new development and operations and maintenance (O&M). Reviews correctness, adherence to the design and to user standards, reviews documentation to assure Government standards/requirements are satisfied, and reviews for progress in accordance with schedules. Performs appraisals, as defined by the CJIS Division Quality Assurance Plan and associated documents, related to CJIS Division processes and procedures. Makes recommendations for process improvements and corrective actions when problems are identified. Ensures that system/program requirements are not ambiguous and are testable. Provides quality assurance witness coverage for testing of software and hardware development and maintenance changes to the CJIS Division IT architecture to ensure that new development and modifications are adequately tested and properly documented prior to inclusion into the Operational Environment (OE). Once software changes have been installed on the OE, verifies with the system users that the functionality is working correctly. Conducts periodic reviews of documentation maintained for the CJIS IT architecture to verify the effectiveness of the document management process. Provides quality control support for the CJIS System of Services, to include verifications of system changes, verifications of processes and procedures, and witness of testing and system maintenance activities. Identify and recommend quality standards applicable to CJIS projects and processes and appraise project activities to determine compliance with quality standards, compliance with the FBI Life Cycle Management policy, and application of Capability Maturity Model Integration processes. Possess the working knowledge of web services technology to include Extensible Markup Language (XML), Extensible Access Control Markup Language (XACML), web portals, web proxy, Java, UNIX, Oracle, and the Rational tool set (ClearQuest, ClearCase and Requisite Pro). A Bachelor’s degree in Information Systems, Computer Science, or Engineering is preferred. However, the Government will accept candidates with an equivalent combination of education and/or experience from which comparable knowledge and skills may be obtained, and with more than 7 years experience working in the field of quality assurance or an equivalent field. The Period of Performance (POP) is for one base year (12 Months).
