JOB DESCRIPTION: The Environmental Protection Agency office in Seattle, WA requires paralegal assistance to perform various tasks associated with the issuance of two complex, high-profile Clean Air Act permits for ships drilling for oil on the outer continental shelf (OCS) off the North Slope of Alaska, as well as other OCS-related work. Responsibilities:?Check daily public record, and create PDFs of all public comments posted. Scan hard-copy documents submitted to the record. Organize documents in an index and revise the index as needed.?Reconcile the document index to the public record with employee files. Identify and locate missing documents; identify and eliminate duplicates.?Organize paper and electronic submissions considered part of the permit application (this involves some detective work to figure out what goes with what and what is a collective "document").?Provide paralegal support on all aspects of OCS permit processing, e.g., conduct basic legal research (case law, legislative/regulatory history); locate relevant state laws, EPA guidance, federal register notices, documents related to other agency actions, and other critical documents; check citations; track status of related ongoing litigation.?Perform filing and records management.?Provide litigation assistance on permits, e.g., preparing and indexing the administrative record, preparing index to cases, proofreading, checking citations, preparing attachments.?Review both electronic and hard-copy records and recommend whether they should be released or withheld. Eliminate duplicates.?Retract information determined by EPA to be non-releasable.?Prepare an index of withheld records.?Prepare a complete electronic and hard-copy set of releasable and non-releasable documents.QUALIFICATIONS NEEDED:?Experience working as a paralegal or working with and compiling large administrative records, performing simple legal tasks, conducting legal research, and/or handling complex FOIA requests. ?Experience dealing with electronic records is essential.?Exceptional organizational skills are a must.BENEFIT INFORMATION:?We offer a shopping cart benefit package that includes various choices of healthcare plans, long-term and short term disability, life insurance for employees and/or spouse and or dependents and 401K.
