Req ID 31127BRTitle Acquisition SpecialistDivision Defense Systems GroupLocation MASSACHUSETTS Hanscom AFBSecurity Clearance Required YesClearance Level Needed SecretJob Duties and Responsibilities PRIMARY FUNCTION(S):Performs acquisition support tasks for the Ground Infrastructure Division at the Electronic Systems Center. Provides acquisition support services as part of the Acquisition Support Team to the Division’s product teams consisting of project managers and support personnel (e.g., systems engineering, financial management, and contracting support). Uses working knowledge of acquisition management principles, polices and practices for source selection activities (e.g., Request for Proposal (RFP) preparation, Technical Evaluations, Negotiations, One Pass Contracting, Acquisition strategy development, and contract structures).RESPONSIBILITIES:Assists the Acquisition Support Lead in providing a variety of acquisition support tasks. Performs hands-on execution of acquisition services and make measurable progress toward achieving program goals. Interfaces and works closely with contracting to provide suitable, timely, and accurate contract execution packages. Plans and prepares Request for Quote (RFQ) and Request for Proposal (RFP) packages (e.g., Statement of Objectives (SOO), Instructions to Offerors (ITO), Evaluation Criteria, etc.) and assists in proposal evaluation to ensure program objectives are fully met and to ensure consistency across projects/programs. Assists in devising strategies for deploying and implementing new acquisition policy initiatives issued by the Electronic Systems Center (ESC), Air Force Material Command (AFMC), US Air Force and Department of Defense (DoD) that will result in timely and effective delivery of systems and technology to customers. Fosters teamwork, unity, and cooperative work relationships especially with geographically separated stakeholder organizations. Builds/modifies briefings and other executive level documents/products using Microsoft Office applications, including PowerPoint. Reaches out to “subject area experts” for briefing/background information. Prepares issue/background papers and may brief senior staff on program-related topics. Facilitates senior-level staff meetings and reviews, team building, strategic planning, and other on- and off-site activities as required.Travel:CONUS travel will be required.Qualifications Qualifications:7-10 years experience working on DoD or Air Force acquisition programs. Must have working knowledge of related disciplines in a Systems Program Office environment. Must have a positive attitude, ability to work well with others and flexibility to changing workloads.
